Hi,
This can be either due to a fungal infection or it could be due to the accumulation of smegma.
Smegma  is a combination of exfoliated (shed) epithelial cells, transudated skin oils, and moisture, and can accumulate under the foreskin of males  It has a characteristic strong odor.

In males smegma is produced and accumulates under the foreskin of uncircumcised individuals. The subpreputial moisture keeps the glans moist and may lubricate the movement of the foreskin. However, if allowed to accumulate and decay in the foreskin cavity it can provide an ideal medium for potentially pathogenic bacteria to colonize.
Accumulation of smegma can cause or aggravate a variety of irritations known as balanitis.

Preventing accumulation is best done by rinsing the area with warm water especially under the foreskin.

The other condition is Tinea cruris, a fungal infection which has an odor but this will be accompanied by a rash in the groin area. Since you have made no mention of the fact, it may not be that.
Treatment for this is application of anti-fungal medications on the areas affected by the rash.

It is difficult to comment further on the issue at this point, so if you think it is because of anything else you may have to visit a dermatologist and get yourself examined.
