From the symptoms and treatment that you have described, it looks like eczema or dermatitis skin because steroids and emollients are very helpful in both of them. Allergic reaction is one of the important causes of eczema. Allergic reaction can occur to strong soaps, Solvents, chemicals, certain foods, food additives, plants, metals, cosmetics, even urine and faeces of some animals (dust mites).
Wash the areas several times with fresh water. Do not use any cosmetic products at the sites. You can apply some calamine lotion at the rash as it will help in soothing the skin. Also you can take some OTC oral antihistamine medications like Benadryl or Claritin and see if it helps.
For mild-moderate eczema a weak steroid may be used, whilst more severe cases require a higher-potency steroid but these should be used only after prescription. Eczema can be exacerbated by dryness of the skin. Use good quality moisturizers to prevent moisture loss from the skin.
If still the symptoms do not improve then please get a clinical examination done by a dermatologist. I hope it helps. Take care and regards.

It may be my soap... I bought some jergens mild soap and i used it and my condition looked a bit better. I will continue to use it.
The rash near the urethra seems to be gone but when i wake up sometimes it's back. I will continue to use prednicarbate on it.
Question: Is the calamine lotion for pain?
There is one area beside my urethra that has really bothered me: http://i51.tinypic.com/mskk7k.jpg <-- see that super shiny part? That part has gone away when i used the prednicarbate on it. That red circle around it is the aftermath of my liquid nitrogen treatment.
that's ringworm isn't it!!? the picture i posted of my penis glans... I THINK IT'S RINGWORM... WHAT DO YOU THINK??? i'm going to try OTC Canesten!
