Red raised non-itchy rash on inner thigh w/ white bumps, how to get rid of it?

Several days ago, the left side of my scrotum became all flaky and dry. I peeled off the dead skin, washed regularly, and kept the area well moisturized. A few days later, however, a red rash began to form where the left side of my scrotum touched touched my thigh. A much smaller patch of the same rash has formed on the right side of my inner thigh as well. Originally the rash had a few white bumps, which have increased to occupy the entirety of the red rash in the past few days. I have been on antibiotics recently and research pointed to a higher risk of fungal infection, specifically jock itch. But I haven't been experiencing any itching at all, and am unsure if that rules out jock itch. I've tried hydro-cortisone cream, but the white bumps on the rash kept spreading. Please help.
