I have looked at your photo and as you have small pustules, it appears that this is folliculitis, an infection of the hair follicles.
I suggest you go and see your doctor who may feel that a course of antibiotics or an antibiotic cream may help.
Make sure that you wash regularly and wear clean clothing. The reason I say this, is because I do not know if you work with cars and oily rags can cause problems on the skin from dirty overalls.

Another one of these users also stated that they might think it might be a folliculitis...I'm curious how much do you know about this? Is there any home remedies that you can suggest? It's been almost 4 years, and it's really starting to hurt me emotionally as I can't ever go take my shirt off in public when going swimming or something! if you need more pics to identify lemme know!
Because I have suffered with it myself.
I have had it on my face and still get it from time to time.
Keeping the area clean is the only thing I can suggest, but it won't get rid of them. I had to resort to antibiotics.
Go swimming and don't worry about it.
Thanks a lot! I'm going to have to hold on because of the finals coming up at school, I will definitely go to the doctors this summer. Only about a month away. It being on the back, stomach, slightly on the chest is all very depressing...especially the fact that I had to deal with this all through out highschool ugh
