Small red dots on corona of penis, help?

I have some tiny, barley noticeable dots on my penis that go in a line across the bottom of my penile head. I also have a small rash around my groin/ butt area that resembles jock itch a little bit. They are both slightly irritating but not bad. The dots on my penis sort of have a pinching feeling when rubbing on my underwear. This started exactly 14 days after protected sex with a stranger. It's now been 16 days and hasn't gotten much worse, but just a little. I'm also a college athlete that sweats and runs a lot. The day before this started I wore underwear strait out of the washer without drying them. I'm worried this could be an std, like herpes. 1.) does this sound like an std? 2.) could this be jock itch? 3.) could it be due to wearing underwear strait out of the washer? 4.) can I carry on sex with my female partner, safely?
