opening around penis hole inflammed; like a pimple or boil

Over the past 5 days or so, the sides immediately around my urethra (and only around) have been tender, red,  and inflamed. It looks like a grain of rice is underneath the skin on both sides. Today, I woke up and looked and saw that both had what looked like the head of a pimple. I took a hot shower and they both naturally broke and a small amount of liquid came out. (exactly like how a pimple acts, same consistency and all.) We are talking small size pimples here and only symmetrically on both sides of the opening.

I don't think it's an STD but I haven't been checked yet. I was clean but did have protected sex about a week before this showed up with a somewhat new partner. It's acting more like a boil, of which I get one around my buttocks and upper thighs about once a year. Here are the facts:

-It does NOT hurt, except mildly discomforting when touched
-sometimes it feels itchy
-it doesn't hurt to pee
-I don't feel like I have to urinate more than usual
-pee is the usual color/consistency
-does not hurt when I ejaculate
-I have been rubbing it down with antiseptic hand cream like I do with boils
-no discharge

Trying to figure this out so I can make a plan on who I should go see and/if it will clear up by itself. I'm a generally healthy person, active lifestyle, I do drink and like spicy food... so I'm wondering if it could be bacterial or fungal. Maybe the girl I had sex with just wasn't very sanitary? Maybe it wasn't her at all. While having sex, she did jump up a little too high and landed on the tip of my penis with a bit of force which hurt for a while. Perhaps it's trauma?
