What are these white bumps on my arm?

So I have had this since I was a kid, but sometimes i get worried about it and havent gotten any answers. So basically If I scratch (doesn't get itchy, I just notice it when i do scratch there) my arm, on both my arms like near the armpit of my elbow, little white spots appear. Doctors tell me its just dry skin and that I need to just buy a scrubber thing to get it off, but it just comes back after I scrub my arm. So i am wondering if anyone knows what it is or ideas on what i can do to get rid of it completely.Thanks for your guys help! ;)
