Red bumps are not found in eczema but the dry red patches on penis and scrotum are indicative of eczema. Moreover you have had the rashes for so long, so chances of it being due to eczema are more. The bumps can be due to an irritation caused by rubbing with clothes, sweat rashes, irritated hair follicles or if they itch severely then scabies can be a possibility. A dermatologist’s examination is mandatory to confirm a diagnosis.

so your saying that eczema is also tny red bumps below my penis head and under it alo a little red patch on my head?? Isnt eczema just red dry skin im concerned that theres many things going on in there? I will try what you perscribed as to what u think i should take but are these bumps really eczema and will calamine lotion help?? also in my semen sometimes there will be jelly like strings in itabout a quarter of an inch and smaller and i canfeel them come out whn i ejaculate, so thank you for your advice but if you could answer this for me it would help. The symptoms are suggestive of eczema skin rather than a fungal infection. Fungal infection presents as red and dry when it is chronic in nature. The typical symptoms of eczema include redness, skin edema (swelling), itching and dryness, crusting, flaking, blistering, cracking, oozing or bleeding.
You can take antihistaminics like Benadryl and Claritin. Topical low potency corticosteroids and calamine lotion are also helpful in relieving the symptoms. More severe cases require oral corticosteroids. For that you need to consult your dermatologist.
