white circle under eyes just below eyebag as if wearing sunglasses under the sun

i noticed there are white line running under my eyes. I wasnt sure what that was but it started after I use face scrub everyday and aloevera gel on my face before dabbing some powder. I did go to sun as i always walk from school. Can anyone help me find the cure to this problem? I'm sure all of us had this problem it's really depressing. It looks like i wear sunglasses under sun when in fact i dont. My face would turn red leaving the white lines very obvious making me look like a panda. I tried drinking supplement from *******(vivix,esp soya protein, vitamin C, bcomplex) but nothing change
