Without an examination by a doctor it is difficult to say what causes your father's leg pain. If diabetes related it could be the onset of neuropathy. It could also be related to sciatic nerve or muscle issues or other diseases. Please take him to a doctor for evaluation, you're not going to get a diagnosis over the inet.

This could be simple or very serious.
Please get him to a dr. (what part of the leg?and can he describe the pain to you? Such as burning, throbbing, etc.) The one concern that goes through my mind is a bloodclot. Better to be safe then sorry!!!

Age is not a factor, especially at 62 yo. It appears his doctor doesn't know the problem let alone resolve it so he is making things up instead of saying 'I don't know, go see xxxxx doctor for he/she specializes in such things.' Your father needs to get a second opinion from an Endocrinologist to rule out diabetic neuropathy. If his test results are negative a Neurologist should be seen to check for nerve damage. An MRI of his low back is in order to rule out sciatic nerve damage/issues. Sciatic nerve issues will cause pain in any spot/location from the low back all the way down one leg to the ankle area.
