I do have a dog, a chocolate labrador retriever that is 11-1/2 years old. She is beautiful, healthy, and happy. She is one of the family and goes with me everywhere, except school. Even on family vacations. When I think of Pasha, she even gets more attention. As far as Pasha goes, the owner was a family member, and I didn't see this person but every few months. She still has two dogs--another Chow Chow and a Bichon. They seem to both be in good condition. Since I doubt I will EVER see her again or phone her, I won't know the status of these dogs, but her son does and says he will keep a close eye on things.
I am studying in the medical field and thinking of changing the major to veterinary studies. One day, when I open a place, I am going to call it "Pasha's Place".

Correcting my post regarding the 2 dogs that needed the eye surgery done, they both got the medical attention they needed and were fine after that.
I've had Chows for 25 years and this story gets me really upset. That dog suffocated to death!! Yes you should have called the SPCA and then the dog might have been given treatment if it was something treatable, if not, at least it would have been euthanized humanly and wouldn't have suffered the way it did.
Chows get Entropian, which means their eyelid are turned inwards and the lashes slowly scrape away the cornea if not treated surgically. I've had 2 that need this done, and it bothers them every day. Having just one eyelash in your eye is bad enough, but imaging day and night all your eyelashes scratching away. It's a wonder the dog didn't have a bad temperament with all it's pain.
You can't change what happened, but you can change what you do in the future.
Report her anyway so that it's on record she let this animal suffer, it's neglect and she shouldn't be allowed to ever get another pet. Don't worry about her, she isn't worth knowing.
Your asking for help now is not doing this dog any good, it's dead. Prevent it from ever happening again at this persons hands, you know it was a bad decision that cost an innocent animal it's life.
Don't beat yourself up for what you should have done, and please do not give yourself all this guilt. It is a shame that this poor dog had to suffer like that, but now you know what you will need to do in the future. If you can't get over it, have you considered taking in a dog from your local shelter and giving it a good home? It will help you to come to terms with what happened. Also, if you see this neighbor with a new dog, call the SPCA right away.
