Thank you Ginger for replying! I am going to send a pic to Ghilly soon and then make an appointment. My hubby thinks we should wait and see if it grows or changes before making a vet~stop, since we are on a limited budget right now. I will never put my animals in harms way though. They are precious to me as are my children! Take care!
Yes, I will as soon as possible send a pic. I will have to try and clip him or possibly shave his fur near and on his penile shaft. He is a lil' nervous about any clipping since a groomer burned him, so, I have to attempt the best. He is as spry as ever and still eating/drinking etc. Again thank you for replying!
Any mass or lump that appears anywhere, won't go away, ought to be checked out by the vet as soon as possible. And, if you really want to be on the safe side -removed.
I learned last week that fine needle aspiration, though it often does give good results (for instance it can tell the difference between simple fluid, or viscous fatty matter etc) -is NOT always 100% reliable in determining whether a tumor, or mass is, or is not malignant.
Many canine malignant tumors are more or less "cured" by surgery. Not all, but many.
So to be on the safe side, get this checked out with the vet a.s.a.p. And removed if there is the slightest shadow of a doubt.
I seriously doubt it. A scar from neutering would be way far back between his legs, pretty much in a direct line with his rectum. All that should remain from his neutering is the empty scrotum, which looks just like you'd think it would, the scrotum without the testicles in it. It's kind of a flat little flap of skin and shouldn't have any type of swelling to it that would make it appear to be a "mass". Is there any way you can photograph it so that we can see exactly where it is and what it looks like? That would be more helpful because at this point I have absolutely no idea of what it could be.

thnx for responding. You don't think that it may be scar tissue from being neutered years ago and I just never noticed?? Take care!
I would definitely have this checked out. I can't picture what you are describing but I know that it's not anything that should normally be there. It's definitely best to make your vet aware of this. Please post back and let us know what the vet says it is.
