My golden retreiver has no use of his hind legs after starting on pb.

My 125 pound 11 year old golden retriever started having seizures about a year ago approximately 1 monthly.  On Friday 1/21/17 he had 9 seizures in a row.  The next morning the vet started him on 6 grain phenabarbital morning and night. By the second day on this medication he stopped using his hind quarters. I convinced the vet to reduce the phenobarbital and he has been on 2 grain twice a day since 1/23/2017 The vet started him on rimadyl 1/24/2017 thinking it was due to inflammation. Its  now 1/24/2017 no seizures but also not able to walk.  Is this a side effect of the pb?  When will he be able to walk again? He is miserable.
