chihuahua

okay so i have a chihuahua who is around 4yrs of age.
i just recently found him by someone who was giving him away when they found him abandoned in front of a home.
he has this issue of pooping around the house when nobody is able to see.
we let him out a couple times in a day and we take him for walks. he would poop on the walk maybe twice at most but when out in the back he would only pee. we asked a vet and she said that we would have to train him. but this is my first dog and i dont have any money to send him to a trainer so i want to do it on my own plus the books weren't really helping me out.
does anyone know a way i can easily train him?
oh, and he has a flea problem as well. i got flea medicine from the vet about two weeks ago and its not working. anyone know why? please respond to this if you have any information that would help me. thank you

What type of flea medication did you get, we use Advantix, and it works really well.  I would crate train your dog at night, hopefully he won't mess inside the area he sleeps in.  During the day I find if you take the dog to the exact same spot he has already gone on, it helps.  Praise him when he does do it outside.  I'm sure you'll get better ideas from others on this site soon.
