I so hate to hear of situations like this because there just aren't any easy answers. I know it's painful but you'll have to think outside the box to get veterinary care for your dog. He needs to see a vet. Since he's now a senior, you need to consider congestive heart failure as a possibility for his symptoms.
Start thinking of anything you can sell to raise enough money for at least an exam so you know what you're dealing with. If it turns out to be something very expensive, you have to consider the possibility of rehoming him. It's not fair to your dog to let him suffer if he doesn't have to. Call around to local animal shelters to see if they can help you find a low-cost vet clinic. You never know what's out there until you start looking.
