Yes don't give him dry uncooked oatmeal. Oatmeal is OK for dogs but better cooked. Either with water, or cooked with a little water and a spoonful of oil as oatmeal cakes.
What will happen if you give it to him dry is it will absorb water inside him, and could make him dehydrated, and it would be indigestible.
Also it's not balanced food for a dog, a dog needs proper protein, and vitamins so oatmeal should only be a very very small part of his diet, maybe given as a treat or instead of cookies or dog biscuits.

Juts wondering why anyone would want to ? I think it would be very dry for the dog to eat and I would say only a really hungry dog would eat itMay I ask why they would do that ?
