hydro encephalitis

I have a 9 week old puppy that might have hydro encephalitis. I went to my vet last week for vaccines and I asked about him because he has always been a bit off but the vet said everything seemed fine. Sunday he began vomitting and drooling a lot. His lip was kind of twitching and I thought he ate something that was making him sick. The emergancy vet said that he propably has water on his brain and that he was very nasty and aggressive. Her main recomendation was to put him down as he will only get worse. I admit he is a little cranky but her description was almost comical(he is very small sized type). Since then (today is Tuesday) he has had what I would guess are seizures. He freaks out starts running around and drooling crazily. I usually pick him up and comfort him. This seems to help but he is crazier than normal. I know another trip to the vet is in order, but he was very traumatized by this emergency vet I couldn't even touch him until today without him freaking out.
Does this sound like hydro encphalitis and if so is he a lost cause. I really do not want to put little polar bear down if there is treatment and meds. thank you.

Thank you.  We went to our vet tis morning and he does not really think its hydro but maybe possibly a liver shunt? We are trying meds and special food, but he is not sure exactly what is going on. There are tests he can perform but they are costly as is the surgery if that is the problem. We are trying baby steps to see if you can get it under control. No seizures so far today and his blood glucose was okay... had a slight fever but not very serious. Once again thank you for your support.

He is going in today to my regular vet. My only concern there is that his bulging eyes and off behaivor were not really given much thought to when I took him in for his shots. The only thing the vet commented on was that one of his sister has a hernia. Everybody else he said seemed fine. He is still eating in spurts, but he shakes and whines constantly. Thanks for responding. I will post the out come of his visit.

Please get your puppy to a vet asap for evaluation.  Go to a new one if you need to, but he definitley needs to be evaluated.
