itch and sratch

my 3 year old lab mix is scratching most of the time.  we give him a bath 1-2 times a week with doggy shampoo.  a week before that, ive read in the net that a mixture of apple cider vinegar can be used for fleas and ticks.  but still he is is scratching.  i saw some pimple like spots on his belly and near his inguinal area.  i think that this causes his itch.. is there anything that i can do to my dog.. thank you for reply

Dogs that are sensitive can react to even one flea bite.  You should check into getting him on a monthly, oral medication and try to treat your property and house

i haven't bring him to the vet yet.  this is not his recent problem.  before, we fed him dog food, but he doesnt eat them at all.  so we changed it to rice mixed with some meat. he does have fleas and ticks.  but recently, i dont see any fleas or ticks in his body.   about the vinegar, it says over that net that it will keep his flea away coz the flea hates acidic aroma. i rinse him with 1tbsp of vinger with the large bucket of water.

Have you taken your dog to the Vet at all?
You say he is 3.  Is this a recent problem?
What are you feeding and have you changed food?
Have you tried a grain free food?
You can use vinegar as a rinse but not really good for flea and tick prevention.  Does he have fleas?
You are probably bathing too much as that will remove the natural oil then need for skin and coat health.  Try an oatmeal shampoo.
Since there are bumps, it may be wise for your Vet to see this and possibly do a scraping for microscopic examination.
