No shock collers are awful. Here in Aus the local council hires out a coller that sprays a little bit of lemon scent when they bark, apparently dogs are not too keen on the smell.
And they soon realise that if they dont bark it does not send out this smell ! its painless and it does the job.
Better still take her to obedience classes it will do her good to be around other dogs and people.apart from learning to obey you when you say NO.
In the meantime make sure you take her for walks as often as you or your husband can where quite a few dogs and people are.... like a park,at least she would be so tired she wont have the energy to bark.lol

I love Cocker spaniels! used to breed them( the English ones ),always had one or two Golden in my life, now its Clumbers as they seem to embrace the way the the Cockers used to be.
Oh and its not Lemon its Citrus spray.

Hey, I just wanted to tell you about my experience.  I have a chihuahua that was (noticed the word was) the same as your puggle.  Barking nonstop and with high pitch small dog bark:(  I live in an apartment and it was so stressful to bring him outside.  He barked due to anxiety and fear of other dogs and people. (I adopted him when he was 2 an don't know his history)  I did 2 things.
1.  I bought another dog to show him what appropriate dog behavior looked like.  (I'm a special ed teacher so its very something I would do)  It also showed him the fun that a dog could have when he behaved better.
2.  I also bought a bark collar.  I started with the citrus spray collar and it worked for a day.  He then learned if he barked and quickly moved out of the way he could avoid the smell.  (I've heard other dogs learn how to out smart them as well)  I also really had a hard time with him smelling like the spray.  It's actually citrinella and isn't all that pleasant.  It got all over him and he just reaked.  So I exchanged it for a shock collar.  Now I'm not one who likes to turn to this sort of punishment but I will say it turned his life around (and quickly).  He quickly learned that the bark was causing the shock (one trip outside) and that if he stayed calm, he would get positive attention from humans.  No longer did I walk around with this ball of anxious energy that felt he needed to defend himself all the time.

I know have a much more calm happy dog who has learned how to enjoy being a dog.  Hope maybe this helps some!

Yes one in ten dogs seem to get around it.But I know that our city council are very happy with them. The the shock collers are quite risky and can turn a already nervous dog into a nervous wreck and a lot   worse. I would rather stink the place out than inflict any type of pain on my dogs.

Well, it worked. Dogs are not stupid. He learned that if he barked, he got pain. So he doesn't bark.
We wouldn't talk if when we did we got an electric shock. We would soon learn to be silent.

Ya, I understand Seena............. I just wanted to voice my experience.  I was worried to about sending my nervous dog into cardiac arrest with the shocks, but I think I got lucking.  All the barking pushed him further and further into is anxiety.  I couldn't find anything else that would break his cylce (and I tried everything) but once we broke it he became a different dog:)  They aren't for everyone though.  I think I could have handled if my house smelt but loving him up was like hugging a citronella candle..........................
He will even play with other dogs now:)  I'm so proud of him:)

And he's not 100% silent, but we don't have other dogs attacking him because he's in attack mode as well.  He wore it for only a week and only once received a shock.  After that it was like he let the anger and anxiety go and realized he could get more of what he wanted (attention from humans).  I used to not be able to walk him halfway around our block without him getting anxious and running back to the apartment.  No he trots around happy, proud, and much more calm.
