Tonsillitis not getting cured

I am having tonsillitis since 3 weeks. Doctor without testing said gave antibiotics. She prescribed me ospamox 500 for one week. It didn improve much. But the doctor said the medicine was useful and stopped the medicine. Later after week seeing no improvement she increased the dosage to ospamox 1000 mg twice a day. There is atill no improvement. I dont have fever or cold. Just throat pains every morning.
1. Could this be viral or bacterial tonsillitis?  Since it is not been treated by antibiotics are there chances it is viral??
2. I smoke around 4 cigs a day. Does this rolong the treatment??
3. Does strep tonsillitis take so long to clear??
