Possibly. Give him or her some time and follow-through, of course. But really, first we have to think about what 'amnesia' means. The choice of the words 'amnesia' or 'lazy eye' is not just a slip of the finger on the keyboard.

Adolescent curiosity is a fine thing! Here's a kid who had a question and located a good forum for legitimate, expert information. Good for you Mr. Bond.

Aaaaack! (Pounds head against wall). What is behind this apparently endless, semi-mystical fascination with a normal ability? I really am curious.
Hey dude: No this is not unique or abnormal and their are a number of posts in the past few years of people that are aware of their ability to do this. Eye doctors call focusing for near vision like reading "accommodation" when this happens the brain also sends messages to the eyes that move the eyes to turn towards the nose which is called convergence and is what we do when we read or look at our iPads and smartphones.
So its a normal part of the things our eyes can do. Some people don't learn how to do this but most everyone that has tried to make their eyes cross knows how to do it.
BTW I have no idea why you should have "amnesia" as that means abnormal loss of memory.
