Entropion of the lower eyelid in the 5 months old baby

Dear doctor,

My 5 months old daughter has a congenital entropion of the right lower eyelid.
We have visited our local ophtalmologist in Latvia 4 months ago. She told us that this eyelid will come to normal with time. 4 months are over, but there is not any positive dynamics.
The question, I would like to ask: "Does my daughter need the operation or the eyelid will come to normal with time? At what age she can be operated? "

I will be grateful for any assistance You can give us in this matter.

I can not see enough details from the photo.  You doctor is correct most of these, but not all get better.  I would follow up with you doctor and consider a referral to a pediatric ophthalmologist.
