Of course I can't see the rings but the most common cause is "corneal arcus" which is common after age 60 and represents aging of the eye (like hair turning gray). In those younger than 60 it can be associated with elevated blood cholesterol or triglycerides. (arcus juvenalis)

The ring is only visible up in a bright light . It's not an actual ring but it is more of a irritation ring(light yellow)and it irritates my eyes and I also have some redness on the white part of the eye . Should I be going to a doctor?. Also I am like 17years old.
I researched and it wasn't corneal arcus.I didn't do a good job explaining my issue. I am pretty sure , the redness has to be caused by wearing contacts lenses.
Key information especially your age and wearing contact lens.  Get in to see the ophthalmologist or optometrist that fit your contact lens. They may be irritating your cornea.
