Hip surgery or back problem?

Dear Doctor,

Is it true that thousands of people have tears in their hips? My doctor did an MRI and stated that I have a labral tear in both of my hips. I do not really have pain in the region that would be expected (i.e. the groin). Instead, my back and my IT bands give me a lot of trouble, likely because I have a herniated disc in my L4-L5. My doctor says I will need surgery on both hips, however I got a second opinion and he said that thousands of people have torn hips with no symptoms. My question is - Is it possible that my hip tears are benign and it is my back that is causing my pain, or will I really need surgery?
