Welcome to the Forum. I have to admit, I have a tendency to worry about folks such as you and this sort of frottage which gets so very close to penetration. I will not debate you when you say that there was no penetration and will answer accordingly- just wanted to point this out however. On to your questions:
1.is there any reason to be concerned since his saliva was used as lube for anal sex and because he made me bleed?
No, first you do not know that your partner had HIV. Even if he did, saliva is not an effective vehicle for HIV transmission. that his saliva was on the outside of the condom should not put you at risk for HIV.
2. i have no idea if, when he was rubbing his penis against my anus, there was any precum on his penis. would this pose a risk -- the idea being that there was his precum on my anus, which he then pushed either slightly inside me when he penetrated with his protected penis or into the slight tear in my anus which he caused?
See my comment above. While this should not be any sort of meaningful risk, the lines do begin to blur a bit. If there is risk, it is quite small and far lower than unprotected penetrative sex.

I’m afraid your urologist is incorrect. Even when it is in the body HIV lives less than 30 minutes. Outside of the body HIV dies far more quickly, within minutes in most cases.

Overall this was a very low risk event. Based on your comments, there is virtually no meaningful risk for infection. Testing is a personal choice. I would not however, worry about sex with your wife. EWH
