The exposure that you describe was virtually no risk and had you asked, I would have you told you that your risk for HIV from this exposure is so low that you did not need HIV testing at all. Having tested, you have now proven that you did not acquire HIV, as expected. There is virtually no risk from condom protected sex if the condom was worn throughout the exposure and did not visibly break. Also, there are no known cases in which someone has acquired HIV from receipt of oral sex from an infected partner, if your partner had HIV and it is unlikely that your partner did have HIV-most commercial sex workers do not.
As for your specific questions:
1) Which type of testing did the hospital perform most likely ?
It is difficult to say. This could have been a standard HIV antibody test or a 4th generation, combination HIV antibody/HIV p24 antigen test. Both tests take a few hours to run and provide similar numerical results. Either way, your test results at 9 weeks are definitive and should be believed- they prove you did not get HIV from the exposure you mentioned.
2) Is my 9 weeks HIV negative test conclusive enough ?
Yes- see above
3) Do I need to test again on week 13 ?
there is no need for more testing
4) Have you ever seen any 9 weeks negative turn positive on week 13 ?
No, that is not a concern
5) Assuming my penis had a small cut during the unprotected oral sex, what is the chance for me to get HIV?
This makes no difference- still no risk

Your fears are silly. Other generations of tests would also give both numerical AND RELIABLE test results. If you really want to know what the test was, you should ask the lab, not play these guessing games but either way, I am confident that your test results are reliable if they were done in an established laboratory.
