I am studying a degree to become a psychotherapist.  NO, HIV cannot survive outside on a needle.  You have nothing to worry about, you fear is totally unfounded and you are allowing your fear to overshadow facts grounded in years of scientific research.  What you suggest us impossible.

Doctors dont re used needles why would they? They cost nothing not to mention they are trained not to do so. Its all in your head quite frankley.
Even if they did, as zam said,  HIV once exposed to air then its very unlikley to pose any risk, but the risk is nothing more than in your vivid imagination than reality.

Even IF the needle was re-used and I can assure you it wasn't HIV cannot be transmitted in this way. Firstly the needle used would be solid and HIV does nit survive on a solid needle and secondly the finger prick would not be deep enough. You could prick you finger a hundred times with a needle covered n HIV positive blood and you still would not get HIV
