I found this following link to be very insightful for HIV transmission concerns. It's from a website called HIV InSite. It talks about mucous membranes on the penis, which to my knowledge is one of the areas that HIV can be transmitted to in males.
Beside anal that is the only way it can be transmitted when it comes to unprotected sex.
