Is condom 100% protection?

Hello, if condom is not slipping, breakage, tear and still intact wholly, why condom is not considered 100%? Some says 95%, 99% why is that? Is that means the virus could penetrate the latex/polyurethane condom? Please advice, thank you.

This is my LAST response regarding your event:
Condoms can break, tear, or otherwise fail which is why they are not considered 100% effective.  NO, the virus cannot penetrate the condom.

We CANNOT act as your anxiety support service, answering every "what if" that you might think of. If you are not able to accept that you didn't have a risk, you should seek professional counseling.

@CurfewX my last event was about condom slip that "Probably" slip outside and still continue with no condom without realizing it but it was not about that. My question is, if the condom still intact, no break tear or slip, fully intact during event until withdrawal, can we say the condom protection against HIV is 100%? Because I have seen some profesional barely can say 100% even if the condom fully intact. What is the reason?
Oh by the way you did say my risk was 0.04% but now it is "Did not have a risk" why change to zero? @CurfewX
I am well aware of your event because you keep posting about it over and over and over. The 0.04% was ONLY if you penetrated with the head of your penis uncovered. It doesn't sound like that happened.  If you want to know why other people say something, you can ask them.

Get tested if you feel like it and move on from this event. It doesn't sound like having sexual activity is really right for you, because you do something and then you are panicked about it for weeks.  As I said, I am done answering questions.  Risks for HIV are well-known and they are straightforward.

The reason I ask about the condom protection is because my previous event before this was with a girl vaginal sex with condom protected and ejaculation fully inside, no slip no tear until finish. It should be 100% protected against HIV "IF" exposed right?
Then I found profesional saying condom is 99% effective, so I wonder why is it not considered 100%? Is that mean there is 1% chance the virus could find a way to approach penis? That's my real question @CurfewX
