Two encounters

I am male, over the last month I have had vaginal sex with two different females, who I knew but only from one month previously, and both times I was protected. The main reason for asking this question is because I know that HIV is unusually high in the area where I was. I am pretty sure that neither time the condom broke, but I am worried about snuggling that occurred at points when the condom was off or it had been removed to be changed. If fluid from the vagina was present on the girl's body at that time, and the penis was in contact with that, then what are the risks there?

So my question is how does HIV get transmitted in the male? Does it have to make contact with the urethra? Or with sores that might be present on the penis?

If you had protected sex it doesn't matter if you are uncut or not. It was protected and NO RISK.

From your expression, your exposure is none risk.

Transmission to male via the penis is well possible, provided there is direct contact of fluids carrying the virus (blood, semen, vaginal fluid) to the mucus membrane (which is inside the urinal trackt) or same direct contact to an open wound on the part of the penis which is insert into the vagina. This contact has to be inside the woman's vagina in your case to be a transmission route. HIV transmitting fluids become non-transmitting (or ineffective transmitter) when exposed to the open, like you describe in your exposure.

For peace of mind one can always test for hiv 12 weeks or more after exposure.

You were never at risk of contracting HIV.  It would have to be within the penis (urethra) during penetrative sex.
