This sounds like a high risk partner for some STDs, but probably not HIV, which remains rare in women in industrialized countries, including New Zealand. The two most common causes of strong vaginal odor are bacterial vaginosis, which is not transmitted to male sex partners; and, less commonly, trichomonas, which is an STD. Also, women withBV or trich often have other STSs, especially gonorrhea or chlamydia.
However, the important thing here is that you used a condom, which protected you against all these infections, including HIV. The other details of contact with her vaginal fluids, how you removed the condom, washing after sex, etc. make no difference one way or the other.
Therefore, you don't need to be tested for HIV or any other STD, and you certainly do not need PEP. Of course, you are always free to visit an STD clinic or sexual health centre if you remain nervous and would like to be tested anyway. Since you're obviously sexually active outside a mutually monogamous relationship, you should have routine STD/HIV from time to time, like once every 1-2 years, so this might be a good time, when it's on your mind. But definitely no need on account of this particular sexual exposure.

Just to clarify, I assume the cream (eumovate) I mentioned that I've been using also does not increase the risk/change your assessment?
Any theoretically increased risk of HIV from having eczema or small cuts is too low to measure or to be concerned about. Nobody in the world has been known (or even suspected) of catching HIV in this manner and you're not likely to be the first. Also note my comments about how unlikely it is that your partner has HIV anyway.

there's one thing I would like to add. The reason why I have cuts on my hand is because i used a soap I'm allergic to. It's made my hands very dry and left lots of cuts and cracks in the skin on my hands and fingers, it looks a little like eczema.
I've been using a cream called eumovate on my hands twice a day for about two weeks, it says it has 0.05% clobetasone butyrate in it. I put it on in the day before this happened (would have been about three hours before this happened).
As I mentioned I got her vaginal fluid on my hands, does the cream/allergic reaction make any difference to your answer?
