Can I still have HIV risk after 9 week negative result?

Hi, I'm a 22 yr old male. 11 weeks ago, I went to a strip club for the first time and paid for a VIP session with 2 girls. Inside the room, I sucked their nipples for 10 min max, then fingered their vagina for 15 min, I don't recall washing my hands before peeing and may have contact with my penis. I soon realized that I had a fresh cigarette burn, about 8 mm x 2 mm, which I obtained about 30 min before going to the strip club, I didnt notice any bleeding but definitely upper skin gone. It should be noted that I didn't have sex with the girls in anyway, no oral, no vaginal, no anal. But this experience still worries me, which gave me anxiety and paranoia that made me take an hiv test at the 9 week mark due to a sore throat. The result was non-reactive/negative.

Now, my questions are as follows:
-Am I at risk for the things I've done? Does the open wound (fresh cigarette burn) impose a risk?
-Is the 9 week result enough for me to confirm that I do not have HIV? I didn't have any sexual interaction after this event due to extreme anxiety.
-Can ARS happen after 9 weeks of this event? I am having pimples in my chest but no signs of fever or flu.

To be honest, I'm still scared and swore never to go back to strip clubs. This event ni made me appreciate life better.

No, you couldn't even have an HIV sex risk at any time because HIV is instantly inactivated in air and that would include her dripping blood onto an  open cut of yours - which wasn't even close to happening.
You wasted your time testing.
Only sex risks are penetrating unprotected anal or vaginal which you didn't have. Even oral is zero risk despite cuts, burns, sores, rashes etc in the mouth so time for you to move on from an unreal hand cut phobia of HIV world and get back to a normal sex life.
A real risk is from the cigarette because its effect can stay latent in your system for 30 years then activate and give you cancer, so your health risk priorities are mixed up when you focus instead on a zero risk event.

Thank you for your response kind person! This gave me a huge relief. My doctor also said that I didnt put myself at risk, only the open fresh cigarette burn did, but even then, he hasnt heard a case of HIV transmission due to fresh cigarette burn, is this true? What are your thoughts on my post pimple breakout after 12 weeks? Is it possible to have ARS symptoms of pimples at chest without flu or sore throat?
Your symptoms or issues are not related to HIV.  You can not transmit HIV through a cigarette burn as HIV is fragile and becomes inactive when exposed to air.  You can only get HIV through unprotected vaginal or anal sex or sharing of IV drug needles.  We wish you the best and hope you can move past your anxiety as HIV is not a concern for you from what you describe here.  
Reread the advice focusing on the word couldn't or instantly until the full meaning is apparent instead of rephrasing  a new bunch of the same question.
