Clarification between infection and antibody testing

Just wanted to know for myself since I read online about rumours which insist that HIV can lay dormant for years as in infect a cell, does not multiply..then after a few years starts multiplying then antibodies start producing. so my question is, is this true? can hiv infect a cell but not multiply (dormant) then starts replicating after few years to which antibodies are produced?

Yes if your negative at 3 months, you don't have HIV
