Is this an HIV or Hepatitis risk?

Today I took my son for a walk and on the way back to the house he stepped on a baby wipe on the pavement that was covered in blobs of blood and when I looked there were three wipes in total with blood on them and one looked like it had a clot of blood on it. When I pointed it out to my husband and mother who were with us they both said that the wipes looked like they had dried, therefore there is no risk, but I don't know how they could tell. We had another five minute walk to get back to the house (which my husband said would have been plenty of time to kill off an germs on his boots), but when I got back my son ran in the house to see his grandad and I din't have a chance to take his boots off and then my one year old son was playing on the floor. I am now paranoid that the floor was not clean and worried my children may have caught something? Legitimate reason to worry or paranoia?

Thank you, I just get really paranoid about my children's health, typical mother I guess!!
