First, you had an essentially zero risk exposure; it is virtually impossible you acquired HIV, even if your TS partner was infected. Take a look at the thread linked here for more information on oral sex and HIV transmission:

Second, your test results are entirely reliable. The oral fluids rapid test takes a bit longer than the blood tests (either rapid or lab based) to become positive, but beyond 3 months they pick up all infections for practical purposes. And with negative results on both the Clearview and Oraquick, you can be doubly certain you don't have HIV.
And of course your wife having sore throat and fever doesn't imply HIV. Her symptoms obviously are typical of a cold, nothing more. If they persist or she is otherwise concerned, of course she should see her doctor. But there is no way they are due to HIV as a result of your sexual indiscretion last year. They have absolutely nothing to do with that event.
