You cannot and should not get PEP from anyone who is not legally authorized to prescribe PEP.  If the clinic did not want to give you PEP, it is possibly because they did not, in their medical opinion, feel that your exposure warranted PEP.

What is the event for which you think you need PEP?

I  got involved with a woman and of course she said she was clean, but during for-play while on top of her,I was inserted inside of her for a least under 10 seconds. Hence my issue. I need help getting said drugs!

You cannot get PEP except by prescription from a doctor.  Your exposure was not very high risk, so you may have to talk to your regular doctor about your concerns.  I do not know when this event occurred, but PEP is only effective if started within 72 hours.

Unless you live in a high-risk area or this person is an unlicensed sex worker, the chances you got HIV from this event are very remote.
