HIV contraction by "open" cut wound

Hi Doctor, guys,

I gave some guy a handjob.   I had a small cut on my finger.
The cut was more than 4 hours old and bleeding stopped about 3 hours before.

I don't know how a "fresh" or "open" cut is classified ...

I got semen on the fresh cut, but washed it off immediately after.
Will appreciate your help to comment on the possibility of infection as well as the definition for "fresh" or "open" cut / wound.

I guess the question is whether a person could contract the HIV virus through a cut which is not bleeding any more.

Hi. I had open skin on my finger, from biting out of anxiety. I was at a blood clinic and when i got home i noticed some blood on it. Hoping and figuring it was mine i washed it off. IF it was someone else's blood could HIV transmit?
