None of that could possibly make a difference. No unprotected penile insertion into a partner means no HIV risk. All the rest (hand jobs, fingering, shaving, other minor skin cuts, washing) are not known to make any signficant difference.
Welcome to the forum. If you have spent time reading the forum as suggested in the Disclaimer message, you would have seen that there is no risk here. You also would have seen that I often given an initial reply based on the first line of someone's question, which is what I'm doing here. You used a condoom for vaginal sex, therefore there was no risk of HIV. Now I will read the rest, but unless there is surprising information there, I really don't need to know anything more.

1) I don't fully understand the boxer shorts business. But the answer is absolutely no. HIV is not transmitted by towels or clothing.
2) There is no need for testing for HIV or any other STD.
I suggest you do some research to learn the basics of HIV transmission. In the nearly 3 decades of the known worldwide HIV/AIDS epidemic, with millions of infected people, I'll bet not one caught the virus from the sorts of indirect trivial exposures you describe. Further, the chance your partner had HIV is very low.
You're following safe sex practices. Keep it up and you have the sort of exposure you describe every day of your life and expect to never catch HIV.

So am i correct to think that if i had not fully cleaned my groin area after sex and put my clean boxer shorts on before traveling 20 min to my hotel then their are no risks from the shorts having body fluids on them causing a possible infection via a cut obtained after the shower?.
