Greetings.
Freaking out won't help you, won't improve your test results or wouldn't make them more accurate.

What was your exposure and risk? It important for us to know if you had real risk in the first place.

HIV test at day 45 is quite reliable. But if you had REAL risk (like an unprotected anal sex with a confirmed HIV-positive person), it would advisable to retest with a combo  Ag/About test at day 90.

Hi
Hand job with  veginal fluids I don’t know if it’s pre cum or semen
You had ZERO risk for HIV, so any test you take at any time will be conclusive, and of course negative since you had no exposure to HIV.  For future reference, the only risks for HIV in adults are:
1) Having unprotected (no condom) penetrative anal or vaginal sex, OR
2) Sharing IV drug equipment with other IV drug users.
Even if fluids get into  urethra?
I know antigen levels can be detected at 2 weeks and antibodies are will be high at 25 -28 days if I get infected but i can’t forget this event
