Unless you and the lady are traveling naked, seriously, your problem is anxiety and that's what you need to focus on.

Even if you didn't penetrate you would end up in jail for rubbing your penis against the lady unless she wanted you to. Consider therapy if she didn't invite you to rub it against her.
You would be in jail if you penetrated someone who didn't want it done on the bus, so consider therapy to help you deal with your fears that you accidentally did this.
