Fingering anus with semen
A guy ejaculated and proceeded to finger my anus and I'm sure there was semen on his fingers. Is this risky?

No risk for HIV. High risk for ruptured membrane though, don't let people stick their fingers on to your coolo.
You had No Risk, even if the finger had semen on it. You don't need to worry. Not using condoms for vaginal/anal sex, sharing IV drug works or mother to child transmit the virus.
