can you get hiv through a small, fresh cut?

earlier today at school after i used the bathroom i got up only to realize that there as blood on the seat that wasn't mine. I am unsure whether it was wet or dry or if it got on me or not. when i got home i quickly washed the area that was around the blood with tissue soap and water but now i feel worried because i might have gotten small cuts/scratches from the tissue. I am extremely anxious and i just want to be safe. Is it possible that the blood might have entered through fresh small cuts from washing? could i be infected?

You had no risk. The blood, even if it had HIV, was already exposed to air and cannot infect you. There is no possibility for you to be infected.
