I heard hiv could be transmitted through the urethra or foreskin. If this possible in this case if the cum wasn't my own? Any rIsk whatsoever for hiv? I'm getting worked up over it.

Because that's just not how HIV is transmitted. Transmission occurs inside the body during unprotected penetrative sex.

To confirm, there is no chances whatsoever of HIV infection from getting another's mans cum on my penis, urethral, under my foreskin or on my penis head and then me masturbating?

I'm not sure there was a small scratch of my penis as it hurt when I was walkong a bit - does this increase the risk?

If there was no penetration, you had no risk for HIV.

Your only possible risk would be for an STD from the guy giving you a blow job. You might want to consider being tested for that.
