Am I at risk of HIV or should I consider Prep?

Hey guys, to be totally honest, I had sex protected with a one night stand with a man last nigh,  when I was drunk. We were protected, but he couldn’t seem to keep it up and so he took off the condom and jacked off, and ejaculted on my butt. I’m pretty sure it started to skip it’s way down my crack but I took a bath after, and realized there was a pipe on his counter.. a meth pipe. When I got out I started to look at him more and I realized he had a big rash on his chest, shoulders, kinda just blotchy red dots and above his eyelids were red and purplish. I’m wondering if he has HIV, or he has a METH rash if that’s even a thing? I have herpes and no active breakouts but he did finger my butt with his sharp nails so I’m scared the semen went onto those or something. Should I be planning a visit to the doctor tomorrow and get a PREP pill or do you think I’m just freaking myself out. He also ate me out, so if there’s a risk factor there. My butt kinda itches today, so I’m scared. Thanks for taking the time

You had ZERO risk for HIV.

As an adult, the only risks for HIV are:
1) having unprotected, penetrative vaginal or anal sex, or
2) sharing IV drug needles with other IV drug users.

Nothing else you can think of is a risk for HIV, including the event you described.   There is no information you could add about this event that would make it a risk for HIV.

You cannot get HIV from having protected sex, and you can't get it from semen once it is outside the body - meaning, if he ejaculated on you and his penis wasn't inside a vagina or anus when it happened, the semen, having been exposed to the environment, is no longer infectious.
