Real risk involving anal fissure / hemorrhoids and infection?

What's the honest evaluation of risk for HIV transmission here? Apologies in advance for the lurid details. Not trying to pen a bad porno script, just want to be as clear as possible what occurred so as to hopefully get good advisement of risks.

Him - claims to be HIV negative, hasn't done anal penetration "in years" (was receiver) and tested negative last year. Only a few encounters since then (2-4?), all of them him giving unprotected oral to the same "straight guy," the most recent occurrence "about 3 months ago." No drugs/needles ever. I've known him as a business client for almost 10 years.

Me - have never experienced anal penetration (giver or receiver), in large part due to embarrassment over constant issues there (intermittent hemorrhoids, fissures and/or warts). My last encounter was unprotected oral (giver and receiver) with this same person almost exactly a year ago. No drugs/needles ever.

A week ago, engaged in fully nude masturbation of each other, with each other's pre-ejaculatory and ejaculatory fluids getting onto the other's hands and body. No anal penetration and no oral for either of us. My concern is I had an inflamed / sore anal area at the time from recurring hemorrhoids/fissure that I'd aggravated earlier in the day with tissue tending to business. I do not believe there was any active bleeding during our encounter. However, while he lay on his back on the bed, at one point I was seated upright straddling his chest (my torso close enough to his face he could have given me oral, if we wanted), while behind my back he masturbated himself. He came on his stomach, and my rear came in contact with the fluid. As I rose up on my knees to avoid it, he reached his fluid-covered hand underneath me between my legs, the backside of his hand running against my crack and over my anus like a massage stroke. Hello paralyzing fear spiral, as I've thought of little else but "mucous membranes" + pre-ejac and ejac fluid = high speed HIV transmission since then, plotting on the calendar the first day it makes sense to get tested.

Am I right to be concerned? Or making myself crazy for no rational reason?

As an adult, the only risks for HIV are:
1) having unprotected, penetrative vaginal or anal sex, or
2) sharing IV drug needles with other IV drug users.

You had ZERO RISK for HIV.   Fluid, once outside of the body, is no longer infectious.  Transmission occurs INSIDE the body - when a penis is unprotected inside a vagina or anus - not OUTSIDE. There is no information you could add about this event that would make it a risk for HIV.

You do not need a test since you didn't have a risk.
