So sir just to conclude though if she is HIV pos having fresh blood from her mouth on my penis opening and on penis head without contact with air, if the blood is on my penile opening still no risk?. I can go ahead with my marriage without worrying infecting my fiancée..?

Hi doctor I am from Singapore. I had her blood and saliva both on my penis head, urethera opening and also mucous membrane. I saw it and just wiped it. Since the exposure happened inside the body that is from her mouth and directly on my penis opening without exposing to air and also blood contains virus, I just think this is one way of passing virus. I need little explanation from your side too.
Also need answers for

Welcome to the Forum. I'll be pleased to confirm what you have already been told on our HIV Prevention Community site. Your partner hardly sounds enticing (fever, toothless with a bloody mouth !!!) but despite this, the facts remain that there are no scientifically proven instances in which receipt or oral sex (or masturbation by the way) has led to HIV infection, if your partner did happen to have HIV and it is unlikely that she did- most women do not have HIV (here in the U.S. fewer than 1 in 10,000 women have HIV).
My advice, like the advice that you have already gotten from our Community site. EWH
