Teak, lizzie? Why ist there everywhere a theoretical risk in the Media?

Hello,
My friend suffers from severe OCD since 2 years or so and in some way he's kind of irritating me, too.
It's so Frustrating because every time I try to calm him down experts always seem to See a risk.
The event which now irritates me: I had a Cut on my finger that wasn'tbleeding but still wettening a bit. First question: is that an Open wound? Or does blood have to come Out and not other liquids?
I then asked a woman for a lighter (my friend would not Touch any things from others so I took it for our cigarettes). After Smoking I realized a very small  amount of blood on that Cut and it wasn't mine. I didn't panic at all because it was not much, my Cut was 1 Hour old and I thought the route was very indirect: hand - lighter - hand. But he freaked Out and Showed me About 20 sites where everybody Talks about small/remote/tiny risk.... So annoying... I mean risk is risk and due to all that panicking experts there is no Wonder that there are so Many People with OCD.
Do you think I am at risk? Or is this an impossiblwle Way to get infected?

That's what I wasn't sure about. So wound Fluid coming Out of a wound doesn't mean it's open? Because it's always about blood coming Out of somewehere
I don't wanna get OCD too. Do you have any tips to protect me from that?

Not an open wound that would transmit HIV. You had no risk.
