Doubtful penetration -please help

Dear Sir, 
First of all, I would like to thank you for taking your time to answer my questions. Many different
worst case scenarios are coming into my mind day by day and making me uncomfortable. 

I was on top of the sex worker with my underwear and she was naked, I ****** her for max 2 minutes (not 
sure I called as rubbed or ******), but I am 100% sure my penis was covered with the underwear. Since I 
was on the top of her, therefore I didn’t see with my eyes whether the penis inserted into her vegina. 
Till the next day of the incident, I was confident that my penis didn’t enter the vegina as I would 
have some feelings if it entered inside. Within 72 hours of the incident, I visited doctor and taken 
PEP continuously for 28 days on time as suggested by doctor. 

My question is - Taking as worst case scenario, even if the penis entered half an inch with the 
underwear, what is the percentage of HIV infection?

Also it would be very uncomfortable feeling to penetrate with a underwear on,i am sure u will be very aware of it.

Thanks for your quick response. Sir taking as worst case scenario, supposing penis entered half an inch with the underwear without my knowledge, is that the risk?  Some websites says veginal fluid must have come through the underwear and may cause risk. Some websites says if you have penetrated, then you are at risk. So I am not sure penetration is meaning how much deep inside. Kindly reply.

Penetration is usually something we remember mate.  The only ways people get HIV are from unprotected vaginal or anal sex or sharing of IV drug needles.  If you had on underwear, you didn't penetrate her and you haven't gotten HIV from this.  Not sure why a doctor would ever give you pep from this unless you were so nervous they had to do something to make you leave. (joke). But really, that was not necessary. But since you took it, obviously follow testing guidelines. But your risk in terms of percentage?  zero

Doctor asked me did you penetrate, then I was totally confused and worried to answer him. I was under the impression that with the underwear, penetration is not possible. I replied to doctor saying I am not sure, may be my penis entered half an inch or so without my knowledge. Not sure penetration means how deep inside the vegina and get infected. Therefore I am deadly worried and need your suggestion please.
You can not get HIV through underwear. Your penis is not going to enter half an inch or so through underwear. You were not at risk and you were not accurate when you talked to the doctor who put you on pep.  Move on from this experience and if you can't, talk to a doctor about anxiety.
