Am I at risk of HIV??

Yesterday, some random guy came up to me and my friend on the street and just held his fist up, waiting for a fist bump. He held his fist up for 30s and eventually to get him to go away I just very lightly fist bumped him with one knuckle.

Shortly after this, I checked my knuckle and I noticed I had 6 very small, shallow cuts in the skin on my knuckle as a result of my eczema. I don’t think any of them bled but they could have in very small amounts without me noticing.

The guys hands looked clean and I couldn’t see any cuts, but assuming he was HIV+ could I have contracted HIV?

HIV isn't randomly transmitted like that. Ever. HIV is transmitted form unprotected vaginal or anal sex (penetration without a condom required) or sharing IV needles to inject drugs. Air and saliva inactivate the virus. A fist bump is not a threat.
