After sex I remove condom and there vaginal fluid and condom touch my glans there is fresh cut. I saw some fluid vaginal in cut . am I risk ?

No risk. Only risk is unprotected vaginal or anal sex or sharing needles with people who inject drugs.

Sir I checked my blood in 32 days got negative . My hiv test is standard screening is it accuracy ?
There are no guidelines for a placebo test, so you can make up whatever you want since there is no hiv to test for.
